Dear Ruth:

The Farmers Market Promotion Program cannot fund construction, but you may want to explore the community facilities grants offered by USDA Rural Development at http://www.rurdev.usda.gov/HAD-CF_Grants.html.

Ruth, These grants are typically for promotional expenses such as advertising, brochure design and printing and other marketing expenses. I doubt they would grant for construction of a pavillion, but please go to http://www.ams.udsa.gov/farmersmarkets and look into the rules and see, I may be wrong.
